7th Pay Commission: 17 Per Cent Hike Likely in Existing Minimum Pay

New Delhi, Oct 10: The government is considering to raise minimum pay of central government employees beyond the recommendation of the 7th Pay Commission of 7th CPC. If media reports are to be believed, the government will hike minimum pay to Rs 21,000 from Rs 18,000, recommended by the 7th Pay Commission and approved by the cabinet. It means the central government employees might receive an unprecedented 17 percent increase over Rs 18,000 they receive now.


The Union Cabinet approved the recommendations of the 7th Pay Commission on pay hike and allowances on June 28 last year, raising the minimum pay from Rs 7,000 to Rs 18,000 per month and fitment factor to 2.57 times. Since then, central government employees have been demanding to raise minimum pay from Rs 18,000 to Rs 26,000 and fitment factor 3.68 times from 2.57 times. To look into the anomalies in the 7th Pay Commission recommendations’ implementation, the government formed the National Anomaly Committee (NAC), which will now give its recommendations on minimum pay.

A Finance Ministry official, speaking to Sen Times, said the government plans to raise minimum pay to Rs 21,000 — an unprecedented 17 per cent increase over Rs 18,000 recommended by the 7th Pay Commission. The NAC has reportedly resolved all issues related to minimum pay hike after consultations with all its stakeholders. The committee is likely to hold a key meeting in this month and send its report to the Empowered Committee of Secretaries and the Department of Expenditure for further examination.

The National Joint Council of Action (NJCA), which has been leading the 7th Pay Commission negotiations with the Centre, said it will see the package provided by the government before making any statement on higher minimum pay. “What we’ve said up until now hasn’t changed, which is we’ve not seen a proposal from the government, and until we see a proposal, we are not going to comment on it,” NJCA leaders were quoted as saying.
